Regulations TOP COMPETITION 2020

1 | The Topcompetition 2020 will be held as a closed competition under the auspices of the KNWU.

Participating in this competition are 5 Dutch UCI Continental teams, 10 promoted club (combination) selections from the 2019 Club and Top Competition, supplemented by 5 Belgian club teams. In addition there are 3 wildcards of which the organizer can forgive 1 and the Topcompetition Foundation the remaining 2.

 

2 | Conditions

Pursuant to Article 1.1.046.09 of the Rules of Procedure, club (combination) selections from the Top Competition must be recognized annually. The following conditions must be met before 15 January 2020:
• The selection must have;
• A licensed cycling trainer 3.
• A licensed team leader (s). this function can also be filled by the trainer.
• A soigneur with a license.
• A licensed mechanic.
• The registration fee (via note from Stichting Topcompetitie) must be paid and concerns € 3,000, € 2,000 and € 1,750 excluding VAT for res. NL Continental team, Belgian Clubs and NL Clubs. Note: there is therefore 21% VAT on top of the stated amounts.

The teams agree with the registration in advance, to participate in all competitions in the Topcompetition, however the NL Continental Teams may skip 2 competitions, if indicated before December 15, 2019 at Stichting Topcompetitie. If a team – except for the absence agreed in advance – stays away from one of the races, the team and its riders will be removed from the standings. Also this team is no longer allowed to participate in the remaining Topcompetition races in the year. If a team with fewer than the prescribed number of riders (5 in a classic and 3 in a time trial) appears at the start of one of the races, this team may not start. The team and its riders will also be removed from the rankings. Also this team is no longer allowed to participate in the remaining Topcompetition races in the year.

 

3 | Registration fees

The admitted teams to the National Top Competition must pay the registration fee to Stichting Topcompetitie before January 10, 2020.

 

4 | Prize money

Prize Scheme E (except for the Craft Ster van Zwolle UCI 1.2, in accordance with the UCI regulations) according to an adapted schedule whereby only the first 20 prize money is received and the payments from places 21 to 30 are distributed over the numbers 1,2 and 3. The Payment of prize money goes through Cycling Service. Multi-day rates use a different schedule and will include this in their own regulations.

5 | Sign Up

The selections must be fully and correctly registered in the Cycling Service database before January 15, 2020.

 

6 | Supply data and photos of riders

All 20 permanent teams must provide the required data of all riders who will participate in the Top Competition by Friday, February 21, 2020 at the latest. It concerns the following 1 current portrait photo, name and surname, UCI code and date of birth. Via mail to redactie@topcompetitie.nu. The teams that participate outside of competition (with wild card) must provide the same data + photos of the participating riders no later than 1 week before participating in the event.

 

7 | Transponders

Transponders are mandatory for all competitions. KNWU license holders drive their own – registered with the KNWU – transponder. The KNWU jury provides transponders for the foreign riders.

 

8 | Team composition

All races are driven with a maximum of 23 teams of a maximum of 7 and a minimum of 5 riders with the exception of individual time trials where we use a maximum of 5 min. 3 riders. These teams can be composed of riders belonging to the Elite and U23 categories. In a team time trial there is a maximum of 6 and at least 4 riders.

 

9 | Rankings

A competition ranking is drawn up for each race based on the result of the race for the team classification, individual general classification, best young person / U23, best Club rider, Wattmeister and the best climber.

 

10 | Team classification

The league classification for teams is established by drawing up a team classification based on time, based on the first three riders in the result of the race.

• In the event that more teams with an equal number of points finish in the rankings, the rankings will be determined by the points achieved in the last league match. An intermediate score will be drawn up after each match. The team classification will be cleaned. Teams that participate outside competitions will not be included in the team classification. All riders of teams who have registered before the competition can earn points for the team classification.

The positions are kept up by means of the Sypt system (www.wielren.info). The intermediate and total positions will be published as soon as possible on www.topcompetitie.nu and the KNWU website.

 

11 | Individual classification

The competition ranking for individual riders is established by drawing up an individual ranking based on the race result of the riders participating in the race. According to the point scheme below, the riders appearing in the race results receive points. The winner will be the rider who has earned the most points after completing all the competitions that are part of this competition. At the end of every competition, an intermediate ranking is made and the rider in charge of this intermediate ranking receives a leader’s jersey. In the next league match, the leader’s jersey is worn in the match.

13 | Individual youth classification (U23):

The league classification for promises is established by drawing up an individual classification based on the race result of the riders participating in the race. The points achieved in the match result are calculated in the individual youth ranking. According to the point schedule (see individual rankings) the U-23 riders appearing in the race results receive points. The winner will be the rider who has earned the most points in all competitions in which this competition is taking part. At the end of every competition, an intermediate score is made and the rider in charge of this intermediate score receives a leader’s jersey from the youth classification. In the upcoming competition match, this leader’s jersey is worn in “the race”. In the event that several riders with the same number of points finished in the rankings, the rankings are determined by the points achieved in the last competition match. An intermediate score is drawn up after each match.

14 | Individual club cyclist ranking

The competition ranking for best Club cyclist is established by drawing up an individual classification based on the race result of the riders participating in the race. The points achieved in the result of the competition will be passed on in the individual classification. According to the points schedule (see individual rankings) the Club riders appearing in the race results receive points. The winner will be the rider who has earned the most points in all competitions in which this competition is taking part. At the end of each competition, an intermediate ranking is made and the rider in charge of this intermediate ranking receives a leader’s jersey of the best Club riders classification. In the upcoming competition match, this leader’s jersey is worn in “the race”. In the event that several riders with the same number of points finished in the rankings, the rankings are determined by the points achieved in the last competition match. An intermediate score is drawn up after each match.

15 | Definition Club cyclist

A rider coming out for a club team and in possession of an elite / U23 without contract license where the team on the license is a club, and not a UCI team.

 

16 | Individual Mountain classification

The competition classification for the best climber is established by drawing up an individual classification based on the mountain points that can be achieved per race. The points obtained per match are passed on in the individual classification. The winner will be the rider who has earned the most points in all competitions in which this competition is taking part. At the end of each competition, an intermediate score is made and the rider in charge of this intermediate score receives a leader’s jersey from the mountain jersey. In the upcoming competition match, this leader’s jersey is worn in “the race”. In the event that several riders with the same number of points finished in the rankings, the rankings are determined by the points achieved in the last competition match. An intermediate score is drawn up after each match.

All riders participate in the classification regardless of their nationality. This also applies to riders who participate via a wildcard.

 

17 | Points scoring mountain classification

There are mountain sprints in the 3 Limburg races and the climb time trial Vaals. There is also 1 mountain sprint in the Craft Ster of Zwolle and the Simac Omloop der Kempen. The climb time trial has a mylaps / chip route and therefore 1 mountain sprint. The 3 Limburg climbing races have a minimum of 5 and a maximum of 10 mountain sprints. Every race has a daily result of all mountain sprints. The points for the Top Competition Mountain Classification are awarded to the riders in the final position of the daily result according to the following principle:

In the Simac Omloop de Kempen you can earn 5, 3 and 1 points for resp. the day winner, the numbers 2 and 3 for the Topcompetition Mountain classification.

The climb time trial has a mylaps / chip trajectory where a meeting takes place from the start to a measuring point at café Buitenlust (the permenance). This mountain sprint yields 40, 30, 25, 18, 13, 9, 7, 5, 3 and 1 points for the 10 fastest riders on this route for the Topcompetitie Mountain classification. The 3 Limburg climbing races have multiple mountain sprints (minimum 5 and maximum 10) where 6, 4, 3, 2 and 1 points can be earned for each mountain sprint. The organizer draws up a top 10 day from this. The top 10 therefore earns: 30, 20, 16, 14, 10, 8, 6, 4, 2 and 1 points for the Top Competition Mountain Classification. The total count of all points in the Topcompetition mountain classification determines the final winner of the mountain classification. Riders are only eligible for mountain points if they have completed the race in accordance with the regulations and therefore within the time limit.

 

18 | Wattmeister Classification

The competition classification for the Wattmeister classification is established by drawing up an individual classification based on a protocol to be determined. On Friday, February 28, the “Kick Off Battle” is where all permanent teams “obligate” to send one rider to do the Wattmeister Challenge. This “indoor” battle is being ridden on Tacx Neo smart trainers and the first leader may wear the jersey the next day (in course) during the Craft Ster of Zwolle. The jersey cannot be moved to the number 2 or 3 in the rankings in the first match in the absence of number 1. The record can be attacked on a number of – yet to be determined – dates. Then on a date yet to be determined, the final will be held among the 10 best riders in the intermediate ranking. A winner emerges who can call themselves Wattmeister 2020. The rider who is in possession of the record may wear the Wattmeister leader’s jersey in the – then occurring races in the Topcompetition. Information about prices, dates, locations, regulations and the protocol can be found on www.topcompetitie.nu. Riders of all nationalities may participate in the Wattmeister Challenge as long as they are part of a team or club participating in the Top Competition, either with a wild card and therefore also with the foreign teams.

 

19 | Bonus points in the final match

In the last race of the series, the bell will sound twice for bonus points that count towards the individual standings. At a later stage it will be announced in which rounds this takes place. After the bell rings, points will be divided among the numbers 1, 2 and 3 for the next passage across the finish line, which will then cross the finish line. These points count in all individual classifications except for the Berg- and Wattmeister Classification.

 

20 | Bonus points

21 | Most competitive rider

Each race a rider is named the most combative rider. Just like the leaders in the classifications, this rider will be honored after the race. The competition leader of the Top Competition makes the name known to the jury 10km before the end of the race, after which the name is called on the radio tour channel.

 

22 | Climb time trial

A maximum of 5 and a minimum of 3 riders can participate in the individual climb time trial. The time trial counts both in the individual classification and the team classification. The point count for the time trial is identical to that of a regular race, as described earlier, except in a multi-day race.

For a time trial and / or prologue in a multi-day race a different point count applies and all riders (min. 5 and max. 7) of each team will have to participate in order to participate in the next stage. For all time trials the riders will have to sign the attendance list. For all time trials within the Top Competition we use a time limit of a maximum of 33% of the day winner.

 

23 | Team Time Trial

A maximum of 6 and a minimum of 4 riders can participate in the team time trial. The time trial counts both in the individual classification and the team classification. The points count for the team classification is different from that of a regular race, whereby the time of the 4th rider must be taken into account at the finish.

The points are awarded on the result in a team time trial as follows:

Explanation: Suppose the winning team crosses the finish line with five riders at the same time, these five riders will all be awarded 50 points in their individual position. The possibly released teammates do not receive points.

 

25 | Point count

All riders (regardless of nationality) of participating teams in the Top Competition Competitions count in the various classifications, so also the teams with a wild card and any district teams. Riders who compete for their district will be included in the individual classifications stating their club name and not stating the district. This will prevent people from appearing twice in the individual rankings.

 

26 | Multi-day point count

In a multi-day race, points are awarded after each ride according to the following count:

– Multi-day stage

• 2nd place 20 points
• 3rd place 15 points
• 4th place 10 points
• 5th place 5 points

The multi-day race will have its own classification on time, with a general individual and team classification. Details about this will follow later from the relevant organizer. After the ranking has been drawn up by the organizer, points will be awarded for the Top Competition that are identical to the scoring of a regular competition.

28 | Top Competition 2020 winners

– The winner of the team classification of the Top Competition is the team that is first in the team classification after the last game.
– The winner of the individual ranking of the Top Competition is the riders who after the last race are first in the individual ranking of the Top Competition.
– The winner of the youth classification of the Topcompetition is the riders who after the last race is first in the youth classification of the Topcompetition.
– The winner of the mountain classification is the rider who is first in the mountain classification after the last race.
– The winner of the individual club rider ranking of the Top Competition is the rider who is first in the club rider ranking after the last race.
– The winner of the Wattmeister standings of the Top Competition is the rider who is first in the Wattmeister standings after the last race.

 

29 | Pass on leader jerseys

Leader jerseys move on to the following situations;
• If a leader of a ranking is not present, the leader’s jersey of each ranking automatically moves on to the next rider in the position to position 3.
• If a leader of a ranking leads 2 or more rankings, he will wear the most important jersey in the race and the other leader’s jersey that he has will be worn by the number 2 in the relevant ranking. The importance of sweaters goes from orange, white, blue to the polka dot sweater.

 

30 | Clean up rankings

Cleansing of classifications takes place if:

– A rider accepted a pro A contract during the year (and therefore before the end of the Top Competition). He is then cleared of all the classifications in which he appears, except for his points earned for the team classification.
– An elite / U23 zc.renner during the year (and therefore before the end of the Top Competition) accepted a pro B contract with a foreign team and no longer participates in the competition. He is then cleared of all the classifications in which he appears, except for his points achieved for the team classification.
– A rider is part of a team or club that did not show up or with a low number of riders at a Topcompetition race. In this case, this applies to the entire team including the team classification.

 

31 | Promote / relegate

In addition to the seven clubs from the final ranking of the team ranking of the Topcompetition 2020, which automatically maintain themselves in the Topcompetition 2020, the 3 highest ranked club (combination) receive selections in the clean final result of the team classification of the club competition 2020, an invitation to participate to participate in the Top Competition in 2021. Promotion is not an obligation. If a club is not interested, then number 4 from the Club Competition team end position moves on. With multiple uninterested clubs, the 5th club follows and so on. When one of the 7 enforcers withdraws from the final ranking of the team ranking of the Topcompetition 2019, this place is filled based on the final ranking of the team ranking of the club competition 2020. In the event of a changing club (combination) selection between the club competition 2020 and top competition 2021 must give the KNWU approval, otherwise the right to participate is forfeited.

 

32 | Team leader cars

A maximum of one team leader cars per team is allowed in the caravan. The order of the team leader cars is established by drawing lots before the first race. After the first race, the team classification of the Top Competition is leading and in the Tour of Noord-Holland the ranking in the individual classification after the prologue and 1st stage.

 

33 | Competition leader in the caravan

The competition leader will ride in all Topcompetition races in the caravan with their own vehicle at the fixed position in the caravan. The competition leader is driven by a car from Bioracer and has special powers since the most competitive rider is also judged in this car. The driver of this car will judge this and – if possible – will be able to drive to every leading group to keep track of the course. This after permission and in good consultation with the jury and without hindering the work of the team leaders.

 

34 | Back numbers and frame plates

There is driven with fixed back numbers and frame plates during all Topcompetition courses.
A specification of this list can be requested from Stichting Topcompetitie and can be found at www.topcompetitie.nu.

 

35 | Wildcards generally

There are 3 wild cards available in every Top Competition. The organizer is free to forgive 1 wild card. The other 2 wildcards are forgiven by Stichting Topcompetitie. The Topcompetition Foundation may forgive 7 extra wildcards for individual and team time trials. This brings the maximum number of participating teams in the time trials (outside of the time trials in a multi-day trial) to 30 teams. The application for all wildcards goes through Cycling Service. Wildcards can be applied for by Dutch clubs (which do not already participate in the Top Competition), district teams, foreign clubs, foreign region and / or national teams and Dutch continental teams that do not participate in the Top Competition. A Dutchman driving for a foreign continental team may participate with his own association and / or via a district team. District teams may only be composed of riders from clubs or continental teams who do not participate in the Top Competition. The wildcards are forgiven by the organizer. The registration fee is € 250 excl. 21% VAT per wild card. This is met by the organizer who then transfers this to Stichting Topcompetitie.

 

36 | Wildcards for Dutch Continental Teams

Dutch Continental teams that do not participate in the Top Competition can obtain a maximum of 4 wildcards over the entire series. The registration fee is € 250 excl. 21% VAT per wild card. This is met by the organizer who then transfers this to Stichting Topcompetitie.

 

37 | Wildcards for foreign teams

Wildcards can be requested by foreign club teams, foreign region and / or national teams. Not by Foreign continental teams. The registration fee is € 250 excl. 21% VAT per wild card. This is met by the organizer who then transfers this to Stichting Topcompetitie.

 

38 | Explanation Joker Wildcard

If a club has been given starting opportunity for a Topcompetition course based on a wildcard and has consequently acquired one or more leader’s jerseys, then these clubs will automatically receive a new wildcard in the next Topcompetion course, provided that this club has the relevant rider (s) in the leader’s jersey (s). ) also prepares and actually starts.

If a club – which has been given starting opportunity on the basis of a wild card – loses a leader’s jersey, then these clubs will automatically receive a new wild card to recapture this jersey in the next Top Competition race, provided that the relevant rider is in place 2 or 3 in the relevant rankings . A condition is that this club also prepares the rider (s) concerned and actually brings them to the start and that the payment for the wild card meets the organizer.
