Competition rules 2021

1The 61st International Craft Ster van Zwolle, hereinafter referred to as the competition, will be organized on Saturday October 16, 2021 by the Stichting Sport Evenementen, hereinafter referred to as the organization. The organization is also the holder of the competition license and in possession of the necessary permits. 2The race is part of the Europe Tour and the Holland Cup, an international cycling competition in the Netherlands. Six Dutch UCI 1.2 races are joining forces for this. The Holland Cup has an individual and a team classification. A leader's jersey is awarded for the general classification. The ceremony for the Holland Cup follows on from the regular ceremony for the Craft Ster in Zwolle
3The race is classified in category 1.2 UCI Europe Tour and according to the UCI regulations the following UCI points can therefore be earned for the UCI World Ranking Europe Tour: 40, 30, 25, 20, 15, 10, 5, 3, 3, 3 (first ten arriving)
Points Holland Cup: 1. 100 points; 2. 80 points; 3. 70 points; 4. 60 points; 5. 50 points; 6. 40 points; 7. 36 points; 8. 32 points; 9. 30 points; 10. 28 points; 11. 26 points; 12. 24 points; 13. 22 points; 14. 20 points; 15. 18 points; 16. 16 points; 17. 14 points. From 18 (13 points) each next rider gets 1 point less to 1 point for number 30
4Dutch and foreign UCI Continental teams, UCI professional continental teams from their own country, UCI foreign professional continental teams (max. 2), national teams, regional teams and club teams participate in this competition
5Teams can participate in this race with a minimum of five and a maximum of seven riders (distance 194.5 km after neutralisation)
6Registration via: Cycling Service BV, Hoofdstraat 8, 5109 AC 's Gravenmoer (Holland)
7The competition is held in accordance with the regulations, annual decisions and instructions of the KNWU and the UCI. Punishments will be made according to the rules of the UCI
8The participants are expected to be aware of the route, regulations, provisions and instructions of the UCI, KNWU and the organization
9When the regulations refer to permanence, this refers to Landstede, Dokterspad 2, 8025 AW Zwolle. The permanence is open from 08:15 to 18:00
10The issue of back numbers and frame numbers is in the permamence (Landstede, Dokterspad 2) from 08.30 am to 09.30 am. The team leader receives the back numbers and shows his own license and issues the licenses of the riders
11Due to corona there are no changing rooms and showers available
12The team leaders meeting is at 10.00 am in the permanence. During this meeting, the team leaders also receive the serial number for the car
13The jury meeting is at 10.30 am in the permanence and immediately after the competition
14The radio communication equipment will be handed out next to the main entrance of the permanence from 9.45 am. After the competition, the equipment must be returned to the same place as soon as possible. The equipment operates on 12V DC. 24V DC is not allowed.
15The frequency of 'Radio Tour' is 155.9375 Mhz
16Official support vehicles, equipped with radio equipment and KNWU strips, line up for a joint departure to the start. Be on time and follow the instructions of the jury, organization and police. The KNWU strips are provided by the organization and/or the race director. Support vehicles that take place in the caravan without permission from the jury or organization will be removed by the police after consultation by the jury
17The definitive start list is available from 11.45 am (or earlier if possible) in the permanence and at the start on the Grote Kerkplein in the center of Zwolle
18From 11.30 am to 11.55 am, the riders can sign the start list at the official starting point on the Grote Kerkplein in the center of Zwolle
19The riders follow the instructions of the microphone. The start is at the Grote Kerkplein in the center of Zwolle
20The start is at 12:00 exactly. All riders are required to be present at the Grote Kerkplein 15 minutes before the start, with their bib number. The frame number must also be mounted correctly
21The race officially starts after 3.5 kilometers of neutralization
22There are two neutral equipment cars and one neutral equipment motorcycle in the competition. Borrowed material from the neutral cars/motorcycle must be returned as soon as possible (within half an hour) after the race
23The two broom wagons (construction company Beverwijk) can be recognized by the brooms on the car
24The riders and supervisors are obliged to follow all instructions from the police, jury, officials and the organization. Ignoring the instructions may result in a start ban or disqualification
25Traffic controllers with a yellow flag and a whistle are posted by the organization at as many dangerous points as possible. Riders are expected to be careful in these spots
26Normal traffic rules apply during the competition. This also means, among other things, 'take' roundabouts on the right
27The supplies are after 67.4 km. Start and end are indicated on the right of the road with signs 'start feed zone' and 'end feed zone'
28200 meters before the finish, cars that are not allowed to cross the finish turn right onto the Dokter Spanjaardweg
29The finish is at the Ceintuurbaan in Zwolle at approximately 4.34 pm
30In accordance with art. 1.2 112 of the UCI regulations, within two minutes of the finish, the following riders will be on the podium for the ceremony:
the first three arriving
the most combative rider (Fedor den Hertog trophy)
final winner Holland Cup 2021
the winning team of the Holland Cup 2021
The riders must also remain available for a possible press conference afterwards.
31Close to the finish, only people with a special accreditation are allowed
32The UCI Anti-Doping Rules apply in full to this event. The anti-doping control takes place in a specially equipped room in the permanence (Landstede, Dokterspad 2, 8025 AW Zwolle).
33The prize schedule is UCI 1.2, which is paid out by Cycling Service
34There is a time limit of 8% on the time of the first rider. This time limit can be increased or decreased by the jury, in consultation with the organization and the police
35In all cases not provided for by the regulations of the UCI, KNWU or this Technical Guide, the jury decides on competition technical matters or the organization
36The organization is not liable for accidents or damage to riders, supervisors, followers or third parties before, during or after the race
